Insurance in western Europe is very expensive. Maybe because of the narrow European streets in the cities?

It has nothinhg to do with age or record here, it's all about the insured value, they only ask you for the car invoice and registration. And thats it.

??? Of course age and record comes into play. A 50 yr old with a flawless driving record won't get same rate as an 18 year old with 7 tickets!

Here the insurance has two components: Mandatory and optional. Mandatory represents around 20% of total. If you hit someone with your car he will take it and use it to repare his car, this doesn't insure you nothing on your car and yes, this is related to your age and record. Since i have the 500 papers in front of me i can tell you that this mandatory insurance is $210 per year in todays currency. You could drive your car with just this insurance but this doesn't cover anything on your own car.
80% is represented by optional insurance, only this insures your car. Here you can opt for various levels of protection and risks that are insured. Full is what you call when you select all risks. Back to our example, i paid today $800 per year for the 500 for full optional insurance. So in total, $210 mandatory plus $800 full optional is $1010 per year.
I hope this will clear some of your questions.
